It sounds as if you generated an invoice on the Matter at some point. If the system is saying there is activity, it is finding something, so check for incomplete/unreleased time if there has been no invoice. Delete any incomplete/unreleased time. If an invoice has been generated, the Matter cannot be deleted even if the invoice was voided. If you do not want the Matter showing, you may want to consider merging it into a Firm-related Matter.
