You would need to do this by limiting the rights based on Type of Law.
Open File Maintenance Manager > Tools > Manage Codes, and in the drop-down menu next to Show Codes for, select Law Types. Click on New, fill out the screen with your new Law Type, and then press Save.

Open the Orion Administration program. Go to Users and then click on Security Groups. Create a new Security Group by clicking new and then naming it. Press OK. You should now see the new Group. Go back into it by double clicking on it and now do “Copy From.” Here you will select the Group from which the Attorney or User is coming who only wants to see the particular Client-Matter. Press OK and save it, then open the Group back up again.

Now expand the Cases section and locate the Law Type that was set up in the first step. Make sure the rights are set to Full for this type.

Now for any Group for which you do not want to see any information on the Client-Matter, go into the Security Group and check None for that Case Type.
While in the Orion Administration program, you need to go to Users and then User Setup. Select the person who you want to be able to view the Client-Matter, change the Security Group to the one that was created earlier, and press save.

Close out of the Orion Administration Program and open Orion Desktop, go to File Maintenance Matter Manager and locate the Client-Matter you want to hide. If there are multiple, highlight the ones you want and right click. Now press Edit Selected. Change the Matter Type to the Law Type that was first created and press OK.

Have the users exit Orion, and it should be working. Users will still be able to see the Client so if you want this done at the Client level, it can be done using Contact Type instead of Law Type.

Note: Fees in Time Manager will still be viewable to any User who is marked as unrestricted.
