The Matter would have to have AR, WIP, or an accounting transaction that has not gone through a Billing Cycle in order for it to produce a Prebill.
It is recommended that you run a Retainer and Trust Balances report (found under Client-Matter Reports in the Reports Menu) at the start of each Billing Cycle to show you what funds exist.
